Subject: [PATCH 2/3] sysctl: put get/get_uts() into CONFIG_PROC_SYSCTL code block
put get/get_uts() into CONFIG_PROC_SYSCTL code block as they are used
only when CONFIG_PROC_SYSCTL is enabled.
