Yup, it seems we are enqueing timers on CPUs when they are not even
online on early boot. And my code sends IPIs at that time on those
offline CPUs. It seems harmless but I need to look at this.

This is some debugging code I added to chase stale runqueue clocks. I
have the feeling that debugging code is buggy though. I need to check
that.
