Follow the common pattern and define *_DIAG_MAX like:

__XXX_DIAG_MAX,
};
Because everyone is used to do:
struct nlattr *attrs[XXX_DIAG_MAX+1];
nla_parse([...], XXX_DIAG_MAX, [...]
