Subject: [RFC PATCH 3/5] tools/include: Add jhash.h

Copy include/linux/jhash.h to tools/include/tools/ for userland
tools.  The original jhash.h includes a couple of header files
which is not suitable for userland.  So unfold the only necessary
part in those header files to the copied jhash.h
