With arch/arm calling of_clk_init(NULL) from time_init(), we can now
remove custom .init_time hooks.

Notes:
- replacing .init_time with .init_machine isn't really cleanup, but
  there is no direct DT probing of l2cc. Anyway, I chose this conversion
  so we have no more custom .init_time left. With DT support for l2cc,
  temporary .init_machine hook can be removed again.
