Subject: [PATCH 21/24] perf tools: Add traceevents Makefile install rule

Instructing perf to install plugins into:
  $HOME/.traceevent/plugins
     - if installed localy under $HOME
  $(perfexecdir)/traceevent/plugins
     - if installed globally
