Why not add a minimum number to pci_enable_msix(), i.e.:
pci_enable_msix(pdev, msix_entries, nvec, minvec)
... which means "nvec" is the number of interrupts *requested*, and
"minvec" is the minimum acceptable number (otherwise fail).
