Subject: [PATCH 4/5] ACPI: Remove CONFIG_ACPI_PROCFS_POWER and cm_sbsc.c

There is no user of cm_sbs.c and CONFIG_ACPI_PROCFS_POWER. So remove
them. Prepare for removing /proc/acpi
