Having CONFIG_CMPXCHG_LOCKREF=y, but not really using it could be
misleading.
Should we get rid of CONFIG_CMPXCHG_LOCKREF completely and have here:

defined(CONFIG_SMP) && !BLOATED_SPINLOCKS
?
