Subject: [PATCH 01/16] perf tools: Automate setup of FEATURE_CHECK_(C|LD)FLAGS-all variables

Instead of explicitly adding same value into
FEATURE_CHECK_(C|LD)FLAGS-all variables we can
do that automatically.
