genirq: procfs: Make smp_affinity values go+r

Includes:
- /proc/irq/default_smp_affinity
- /proc/irq/*/affinity_hint
- /proc/irq/*/smp_affinity
- /proc/irq/*/smp_affinity_list

Users can distill the same information by reading /proc/interrupts.
