The default ratelimit state values are pretty low
and may need to be exposed or increased here.
include/linux/ratelimit.h:#define DEFAULT_RATELIMIT_INTERVAL (5 * HZ)
include/linux/ratelimit.h:#define DEFAULT_RATELIMIT_BURST 10
