Subject: [PATCH] ARM: tegra: remove TEGRA_EMC_SCALING_ENABLE

Commit a7cbe92cef27 ("ARM: tegra: remove tegra EMC scaling driver")
removed the only user of TEGRA_EMC_SCALING_ENABLE. Remove its Kconfig
entry too.
