Subject: [PATCH] lockd: avoid warning when CONFIG_SYSCTL undefined

When building without CONFIG_SYSCTL, the compiler saw an unused
label. This moves the label into the #ifdef it is used under.

fs/lockd/svc.c: In function ‘init_nlm’:
