x86, irq: Introduce some helper utilities to improve readability

It also fixes an off by one bug in
	if ((ioapic_idx > 0) && (irq > NR_IRQS_LEGACY))
It should be
	if ((ioapic_idx > 0) && (irq >= NR_IRQS_LEGACY))
