It's a typo.

WARN_ON(!cgroup_on_dfl(cp->css.cgroup) &&
	nodes_equal(cp->mems_allowed, cp->effective_mems));

should be

WARN_ON(!cgroup_on_dfl(cp->css.cgroup) &&
	!nodes_equal(cp->mems_allowed, cp->effective_mems));
