Subject: [RFC PATCH 03/11] PCI/MSI: Refactor pci_dev_msi_enabled()
Pci_dev_msi_enabled() is used to check whether device
MSI/MSIX enabled. Refactor this function to suuport
checking only device MSI or MSIX enabled.
