Subject: [PATCH] MAINTAINERS: Update Tegra Git URL

swarren/linux-tegra.git is a stale location; it has moved to
tegra/linux.git.

While the git protocol re-directs to the new location, HTTP does not.
Besides, MAINTAINERS should contain the canonical URL.
