Subject: [RFC PATCH 12/20] MIPS/Xlp/MSI: Use msi_chip instead of arch func to configure MSI/MSI-X
Introduce a new struct msi_chip xlp_chip instead of weak arch
functions to configure MSI/MSI-X.
