If necessary to set at all, the rate should be set via the new
assigned-rate property

use the generic trip-points, as explained in the binding-patch.

simply do your

static SIMPLE_DEV_PM_OPS(rockchip_thermal_pm_ops,
			 rockchip_thermal_suspend, rockchip_thermal_resume);

outside the CONFIG_PM_SLEEP ifdef, as SIMPLE_DEV_PM_OPS already contains
a stub for !CONFIG_PM_SLEEP so you can remove your ROCKCHIP_TMU_PM as the
rockchip_thermal_pm_ops will always be defined to something.
