Subject: [PATCH] tty/serial: fix config dependencies for samsung serial

Make the config symbols SERIAL_SAMSUNG_UARTS_4 and
SERIAL_SAMSUNG_UARTS depend on SERIAL_SAMSUNG rather than
PLAT_SAMSUNG.
