Subject: [PATCHv2] mm: Support compiling out madvise and fadvise

Many embedded systems will not need these syscalls, and omitting them
saves space.  Add a new EXPERT config option CONFIG_ADVISE_SYSCALLS
(default y) to support compiling them out.
