I face a similar issue. For me, modetest -v doesn't work for the first try also.
I tried to test on snow and peach_pit.
modetest returns with following error from drm_crtc.c:
if (crtc->primary->fb->pixel_format != fb->pixel_format) {
DRM_DEBUG_KMS("Page flip is not allowed to change
frame buffer format.\n");
ret = -EINVAL;
goto out;
}
This has started coming since 3.15 I think.
