sched/fair: Fix division by zero sysctl_numa_balancing_scan_size

File /proc/sys/kernel/numa_balancing_scan_size_mb allows writing of zero.

This bash command reproduces problem:

Also fix race in task_scan_min (it depends on compiler behaviour).
