Subject: [Patch v8 13/18] x86, irq: Refine mp_register_ioapic() to prepare for IOAPIC hotplug
Refine mp_register_ioapic() to prepare for IOAPIC hotplug by:
1) change return value from void to int.
2) check for gsi range conflicts
3) check for IOAPIC physical address conflicts
4) enhance the way to allocate IOAPIC index
