x86, irq: Move irq_cfg.irq_2_pin into io_apic.c
Now only io_apic.c accesses struct irq_cfg.irq_2_pin, so move irq_2_pin
into struct mp_chip_data in io_apic.c to clean up struct irq_cfg further.
