This is meant to replace 8/8 (lib: bitmap: Minor changes of
bitmap_remap), if you haven't gotten to that yet. No big deal either
way.

v2: Only do the signed->unsigned conversion. bitmap_remap only has a
single caller (via nodes_remap), so bloating it by special-casing
empty new isn't justified (and the commit log was wrong; it said
"empty dst").
