Subject: [PATCH] arch: mips: fw: arc: file.c:  Remove some unused functions

Removes some functions that are not used anywhere:
ArcSetFileInformation() ArcGetFileInformation() ArcSeek()
ArcGetReadStatus() ArcClose() ArcOpen() ArcGetDirectoryEntry()

This was partially found by using a static code analysis program called cppcheck.
