Subject: [PATCH 08/28] PCI: Introduce pci_host_assign_domain_nr() to assign domain

Introduce pci_host_assign_domain_nr() to assign domain
number for pci_host_bridge. Later we will remove
pci_bus_assign_domain_nr().
