Subject: [PATCH 6/8] tools/thermal: tmon: support cross-compiling

We might want to prepare CFLAGS outside of this Makefile, so don't
overwrite its initial value.

Then, support $(CROSS_COMPILE), so we can use a cross-compile toolchain.
