Subject: [PATCH 08/19] selftests/timers: Add threaded time inconsistency test from timetest suite

Add the threaded time inconsistency test from the timetest suite.
This checks for time inconsistencies between cpus, usually associated
with clock skew as sometimes found w/ TSCs.
