It will fail to add like it does without this patch.

As XEN_BALLOON_MEMORY_HOTPLUG_LIMIT depends on
XEN_BALLOON_MEMORY_HOTPLUG which in turn depends on MEMORY_HOTPLUG,
this is already the case.
