Subject: [PATCH] usb: phy: Fix USB_ULPI_VIEWPORT Kconfig dependency

USB_ULPI_VIEWPORT didn't depend on USB_ULPI, while USB_ULPI
is using non user selectable USB_ULPI_VIEWPORT. Fix this.
