CONFIG_SERIAL_EARLYCON should not require CONFIG_SERIAL_CORE_CONSOLE.
Move uart_parse_earlycon() and compile if either CONFIG_SERIAL_CORE_CONSOLE
or CONFIG_SERIAL_EARLYCON.
