Changes in v5:
- Disable the UARTs by default, so that devices can enable only the ones
they actually expose.
Changes in v4: None
Changes in v3:
- Rebase, dropping serial.h & relocating behind CONFIG_MACH_INGENIC.
Changes in v2: None
