Subject: [PATCH 3/3] clk: pistachio: Add sanity checks on PLL configuration

When setting the PLL rates, check that:

 - VCO is within range
 - PFD is within range
 - PLL is disabled when postdiv is changed
 - postdiv2 <= postdiv1
