Subject: [PATCH v2 2/3] soc/rockchip: efuse: Add Rockchip SoC efuse support

Add driver for efuse found on Rockchip RK3066,RK3188,RK3288 and
RK3368 SoCs.

eFuse is organized as 32bits by 8 one-time programmable
electrical fuses with random access interface.
