Subject: selftests: raw_skew failure with ntp?

Hi John,

I got a failure today running raw_skew:

   WARNING: ADJ_OFFSET in progress, this will cause inaccurate results
   Estimating clock drift: 19.143(est) 23.474(act)	[FAILED]
   selftests: raw_skew [FAIL]

I assume that means ntp was running when the test ran and it got confused.
Would it be better to just skip the whole test if we detect ntp?
