User visible:

- Fix build breakage if prefix= is specified, this introduced
  a regression for a build idiom used by the Debian "linux-tools"
  package, that does:

     MAKE_PERF := $(MAKE) prefix=/usr V=1 ARCH=$(KERNEL_ARCH_PERF) ...
