Subject: [PATCH 2/4] arm: psci: enable PSCI on UP systems

The PSCI can work on both SMP and UP. Now We'd like to enable PSCI
features on UP systems. This is to prepare for next commit to implement
cpuidle_ops with PSCI functions.
