Subject: [RFC v0 7/9] cpu: Remove unused CPU_*_FROZEN states
There is no user left of the CPU_*_FROZEN states. Any subsystem
which needs do to know if tasks are frozen due to a suspend
operation can ask directly via freeze_active().
