x86/apic: Deinline various functions

__x2apic_disable: 178 bytes, 3 calls
__x2apic_enable: 117 bytes, 3 calls
__smp_spurious_interrupt: 110 bytes, 2 calls
__smp_error_interrupt: 208 bytes, 2 calls

Reduces code size by about 850 bytes.
