Subject: [PATCH 2/3] tty: core: Use correct spinlock flavor in tiocspgrp()

tiocspgrp() is the ioctl handler for TIOCSPGRP, which runs in
non-atomic context; use spin_lock/unlock_irq (since interrupt state
is on).
