Ah, there's a different bug in the v2 hierarchy independent of this one.

Applied 1-2 to cgroup/for-4.4-fixes.  Will apply 3 to cgroup/for-4.5
after applying the fix for the other problem on for-4.4-fixes and
merging that into for-4.5.
