Subject: [PATCH 4/5] irqchip:create irq domain for each mbigen device

For peripheral devices which connect to mbigen,mbigen is a interrupt
controller. So, we create irq domain for each mbigen device and add
mbigen irq domain into irq hierarchy structure.
