Subject: [PATCH] cpufreq: schedutil: Make it depend on CONFIG_SMP

Make the schedutil cpufreq governor depend on CONFIG_SMP, because
the scheduler-provided utilization numbers used by it are only
available for CONFIG_SMP set.
