For the module I noticed it uses command line parameter -mcmodel=large
so I suppose that could be how I ended up with PREL32.

In arch/arm64/Makefile there is this:
ifeq ($(CONFIG_ARM64_ERRATUM_843419), y)
KBUILD_CFLAGS_MODULE    += -mcmodel=large
endif

And that Kconfig item is indeed set.
