Well, as appeared - the patch did not affect the problem at all since
the memory cgroup was on (in which case zone's inactive_ratio is not
used, but the ratio is calculated directly at
mem_cgroup_inactive_anon_is_low()). So the patch will be retested with
memory cgroup off.
