Subject: [RFC PATCH v1 2/6] kernel-doc: replace kernel-doc perl parser with a pure python one (WIP)

This patch is the initial merge of a pure python implementation
to parse kernel-doc comments and generate reST from.

It consist mainly of to parts, the parser module (kerneldoc.py) and the
sphinx-doc extension (rstKernelDoc.py). For the command line, there is
also a 'scripts/kerneldoc' added.::

Take this as a starting point, there is a lot of work to do (WIP).
Since it is merged 1:1, you will also notice it's CodingStyle is (ATM)
not kernel compliant and it lacks a user doc ('Documentation/doc-guide').

I will send patches for this when the community agreed about
functionalities. I guess there are a lot of topics we have to agree
about. E.g. the py-implementation is more strict the perl one.  When you
build doc with the py-module you will see a lot of additional errors and
warnings compared to the sloppy perl one.

I also guess that kernel_doc.py module needs some clean up, but first
follow the patch series to see what additional functionalities it brings.

I few words about it's history: I started this implementation very early
as a part of a POC in May 2016:

Later I implemented the 'linuxdoc' suite mentioned above. Since
beginning, all bug fixes has been merged which has been applied to the
perl one from the kernel's source tree.  The test was always to run the
kernel-doc parser against the whole source tree and see if there are
changes which might be a regression.  A partial history of reST output
changes can be found here:

At the beginning I spent weeks/month in testing, reviewing the logs and
the produced output. At that time, while testing against whole source
tree, I found several bugs in the perl version I ported. Sorry that I
have not mailed all those bugs to the kernel-doc ML back, but my first
aim was to implement a replacement and not to merge improvements
downwards. This was also the time I implemented several improvements in
linting. To sum, thats why I hope, a switch to py-version brings
progress without any regression.
