Subject: [PATCH RESEND 01/36] jiffies: Reuse TICK_NSEC instead of NSEC_PER_JIFFY
NSEC_PER_JIFFY is an ad-hoc redefinition of TICK_NSEC. Let's rather
use a unique and well maintained version.
